You can try Wal-Mart’s brand, but my wife and I find that they leak quite a bit. We’ve tried a number of brands of pull-ups, but you’re best bet is the Up and Up brand at Target. That’s the store brand, and we’ve used them for our son for a few months now.
I also recommend the Up and Up wipes.

One option could be to not even worry about pull ups. Most toddlers have a harder time taking them off (pulling them down) than they do with just tearing off a diaper.
I know Walmart has a store band pull ups type product, but if you could find a way to bypass them all together (since they are really just diapers designed a bit differently), that would save you the most money.
